Until his retirement in March of 1997, Mr. Haislip served for 17 years as head of the Office of Diversion Control in the DEA where he was in charge of all regulatory and criminal enforcement programs, both foreign and domestic, dealing with legitimate controlled drugs and chemicals employed in the manufacture of illicit drugs.
Offering consultations, research, analysis, and assistance in the following areas:
- Drug control actions and exemptions under US law and international conventions
- Importation, exportation and international commerce in narcotic and controlled substances
- Registration requirements and practices under the Controlled Substances Act
- Security and personnel requirements and policies
- Regulatory inspections and 'show cause' actions
- Illicit traffic and drug abuse trends and impacts on commercial policy
- Expert witness services
- Law enforcement and policy aspects of counterfeit pharmaceuticals
- Related national and international data systems, and
- all issues relating to controlled drugs and listed chemicals under US, state and international laws and treaties.
